New and Confused older user

Hi,

Ron, your admin, has suggested I move my questions over to the 
discussion mailing list. I am trying to reconstruct my Linux system 
after a series of serious health issues.

Poking through my computer, I discovered I still had a dual boot setup 
with Windows 10 and Ubuntu, both of which worked and updated normally. 
"localhost" worked, "index.html" worked and "info.php" worked. This 
meant both Apache and php were up and running. Then I found postgresql 
was running. Wordpress was not running and the wp-admin page could not 
be called up.

When I opened that file, or any html file in the wordpress directory I 
got booted directly to the company that Lightspeed uses in Kelowna to 
provide my Internet service, CipherKey Exchange Corp. Here's what my IP 
looks like: 172.103.205.70

So, I guess my question is how do I re-attach Wordpress to Apache in 
Linux? I admit something very obvious may be the problem.
